I've always found Change of Plans an interesting command card in skirmish, especially when a deployment group has lost some figures. However, I wonder about its interaction with the new Rogue Smuggler upgrade. As far as I understand, the attachment doesn't actually change Han's deployment cost. In which case, I should be able to use Change of Plans to exhaust Han and reactivate Jedi Luke.

Am I missing anything here, or is that a valid move?

Correct. Attachments do not affect the figure cost (nor deployment cost AFAIK). And when defeated, the VP's from the figure and attachment are scored separately but at the same time.
