What are the chances?????

Personally, what I want to see most out of Star Wars right now is a mini-series following the careers of some idealistic Imperial cadets. At the beginning, they are there because they believe in the security and unity Palpatine promised, and that as Imperial officers, they are protecting the galaxy. Then as they progress, they start seeing the ugly realities of the Empire, ending with the different characters showing an array of reactions to the true nature of the Empire (being corrupted by it, ignoring it, trying to change it, and rebelling against it.)
Have you read Lost Stars? You just described a big chunk of the book.

I have not. I'll have to check it out.
There are a couple of Legends books that touch on the subject as well, like Allegiances and Choices of One.

So, you'd rather have new odd ball ships pulled from mobile app games than have iconic Star Wars ships from the movies as competitive choices? Come on, give me an X-Wing over an obscure scum ship any day!
Hrm. Not exactly, though I can see why you interpreted my comments that way (even if I think you're kinda putting words in my mouth). It's a balancing act, and depends on the ship.
With the example of the potential of a Fenn Rau A-Wing: I'd rather any A-Wing buffs be ones which weren't just strong pilots from other ships. I think Poe Dameron is a better pilot ability than Luke Skywalker, but I don't want any X-Wing fix to be that you've now got Poe's ability or Jess Pava's ability on a T-65 X-Wing, or Hera's maneuver tricks in a B-Wing. I'd rather the fixes to old ships be new fixes, rather than rehashes. Fenn Rau in an A would be amazing, but I'd rather have an A-Wing title which reduces missile costs, as an option instead of the two Elite upgrade one, so you'd have to make a choice in list building.
And maybe new product formats as well as aces packs. There's something about the ace pack format I don't love. How about a new, standard single-ship style $15 Y-Wing expansion which has a mix of scum and rebel pilots. Like, half an aces pack. There's never really been a makeover of a single-ship in single-ship format. How about a long yearned for campaign pack,* which includes fixes for X-Wings, U-Wings, (the HWK and FS31 again). Maybe it only has an E-Wing model, but fixes, or at least spices-up, like four rebel ships. I've always loved that Most Wanted included new pilots and tokens for the HWK and Firespray, without also including the model. Another way of saying this: I don't want fixes to be limited to the models included in any individual expansion.
As to obscure and oddball ships... Well, the Decimator is one of my favorite ships in X-Wing, and that was just for a video game. Video games were the origin of the Phantom and Defender, and the Star Wing/Gunboat everyone is losing their minds over. We need ships like this, too. I'm sure there are folks who think the Kimogila is scraping the bottom of the barrel, but I think it looks sweet, or would if it didn't have the same dull paint job as most Scum ships. I want a mix of ships like these and improvements for older stuff.
* Something else that could be put into a Campaign pack: a set of balanced missions designed for competitive play. One of the cool things about Imperial Assault competitive play is the way that skirmish missions are randomly determined from a small set for each round. It'd be fun if there was a viable alternative format in X-Wing where both sides of particular missions were symetric, and players would want to equip a squadron which could compete in each of several different missions where completing objectives might sometimes be worth more than just killing the opponent. Having a missions-based tournament format would be a great change of pace.

When you put it that way, I pretty much agree with everything you say.
I'm not real keen about putting all these pilots in other ships like Fenn that you mentioned. That's not what I'm looking for in a "Fix".
The X-Wing is pretty simple. First off, it needs barrel roll. It should have had it in the first place. Second, it needs a slight cost reduction. Third, it needs some more upgrade options. An EPT, Mech, Torp and one Mod just isn't enough in today's Meta. I'd like to see a Chard type point reduction where you give up a torp to save a few points and maybe get multiple modifications. Also, some new pilots could be interesting such as General Merrick from Rogue One.
I think we'll see a new x-wing soon Rogue one and the next season of Rebels has got the interest back up. At least I hope so.
Personally, I don't really want the X-Wing to have a built-in re-position action. I want it to feel different from a B-Wing or a T-70 in how it operates in the geometry of the table. Thematically, I want it to have cheap torpedoes. It does need access to multiple modifications, though (IA is mandatory, GC if you get torpedoes, the option for Vectored Thrusters or Engine Upgrade). My perfect fix might be "Reduce the cost of this ship and any equipped torpedo upgrades by 2. You may equip up to [four?] modifications with a total combined points cost no higher than 4." So you could load on a lot of stuff (paying full cost), but never get to Engine+Autothrusters. You don't get a built-in barrel roll, but VT would be "free" compared to the baseline X-Wing. I think the list building for it would feel different enough from Vaksai to be unique, too.
The classic Lone Wolf Luke would start at 32 points for no reposition, with Flechette Torpedoes, R2-D2, IA, GC. VT would bring it to 34, or at the same cost as what an IA/no-ordnace version would cost today. For the 38 pt price of the existing Engine Upgrade version, you'd also have Proton Torpedoes, GC, and IA. So compared to a Poe at the same price, Luke has a bit weaker durability (Lone Wolf is worse than AT when either would trigger, and IA isn't as good as an extra shield, particular with R2-D2), but he can blow things up with a well-modded Proton Torpedo (a 75% chance of 4 hits, 20% of 3, with two crits fairly likely). Luke killing things with a Proton Torpedo is exactly what he should be.
For generics, 5x Rookie Pilot + R2 Astromech + Flechette Torpedoes + IA + GC seems about as much as you could realistically ask for a generic jousting squad. For Biggs, losing 2 points in cost doesn't really add that much to Biggs lists, and the FT+CG option would require you to give up a defensive focus token, so probably unwise. Also, I'd nerf Biggs to only work on ships outside his firing arc (he protects from attacks from behind, not head-on).
~~
If I were to think up a B-Wing fix (the other competitor for rebel jousting efficiency)... perhaps a 0-point non-attack cannon slot upgrade which improves dice results somewhat. It looks like the Assault Gunboat will have non-attack cannon upgrades, so it could be interesting to see if any of them impacts the B-Wing (or also Heavy Scyks).

Sounds good to me! Anything to bring the A, B, X and Y back to the table.
Y-Wings haven't really left. Quad TLT is kinda viable. It really makes me wish Targeting Astromech was 1-point (or there was some other 1-point droid which worked for them), since it'd give a really different flavor to Rebel and Scum versions. I'd love to see new pilots, though. Pretty much only PS2 and Kavil ever see play.
A-Wings... well, there might be Last Jedi versions out soon.
They're also closer to Y-Wings than B or X in terms of how playable they are. Snap Shot kinda works for them, and Jake can always do his thing.

I really want a Firespray adjustment, though. My core idea is simple: rear-arc secondary weapons: missiles, torpedoes, and cannons. Even without a points adjustment, I think it'd probably go a long way. What's more, it could probably be handled with a rules change (like the Ghost's auxiliary arc), rather than new-printed upgrade cards. If scum Kath Scarlet becomes a problem (she probably wouldn't), errata her ability to be primary weapon only. It's kinda shocking how much worse they are than Lancers, despite having essentially the same points cost, stat line, and action bar. Giving them rear arc secondary weapons would help them feel different, but also to more easily make use of the expensive upgrades they need to equip to be viable.

However, after seeing the new preview for season 4 of Rebels, I'm guessing with my luck, any X-Wing project just got jumped by a Sabine Tie Defender since Sabine seems to fly EVERYTHING now.
I think it will happen, but I think any 'Rebel Veterans' pack will be left for after the season 4 finale of Rebels. With the introduction of the X-wing into the timeline, plenty of Saw's Partisans stuff shown off in the trailer etc, I think they'll wait and get them right, and try to avoid the PS8 Poe scenario again
I also wouldn't be surprised to see some Thrawn X-wing content too, and I'd really like to see Sabine in something, a little more, Mandalorian.
