Where in the rules is it specific about dropping objects?

Upon reading some posts and the FAQ about the ruins it seems I may be able to drop an objct on a square that I land on? Thereby avoiding picking up a card?
Example Deck is down to it's last few cards, I have decent followers and I know the HAG has not been drawn, I have a choice fields or plains? Both empty spaces.

Can I:
A) land on the fields, drop a elment and therefore say 'There's a card here I don't draw one now'

OR

B) land on the fields and must draw a card because there is NOT one there, Encounter that card.

Whilst we're at it, what about somebody has dropped an Axe in the Village and I land on the Village do I
A) pick up the Axe and then Encounter the Village

OR

B) Pick up the Axe, and ignore the Village because there was an Axe there

Also, page 9:

"For example, a character ends his move
on a Draw 1 Card space and then ditches one of his Objects.
He does not draw any cards now since there is already a card
on his space."

Cards come before the space. So you have the option of picking up the Axe (never forced to), then encounter Village. Note that if there was say a Ghost there, you'd fight it in psychic combat first and if you won (since loss or stand-off end your turn) then encounter Village.
