This applies only to weaknesses in your hand. Also, it does not apply to cards randomly discarded from your hand. And it also does not apply to indirect choices (such as Terror from Beyond).

So if I am asked to discard from hand or deck I can in fact end up dumping weaknesses?
Oh dear. I've been shuffling them all back in just like when I pull the weakness during initial draw. ![]()

Depends. If you get to choose which card to discard, you cannot choose to discard a weakness. If it's random, or you have to choose a card type that happens to include your weakness, then you can. Also anything that mills off your deck that discards a weakness will just dump it without resolving its text.
Also note that most Weakness cards resolve immediately when you draw them. If you were intending to use something like Ashcan Pete's ability to willingly discard them, they will usually have resolved before you get a chance to discard them.

Also, any weakness that enters your hand is considered drawn (even if the word "draw" doesn't appear in the effect) and you must resolve its Revelation effect if it has one. And even if a weakness stays in your hand (currently, only Agnes' Dark Memory), you cannot directly choose to discard it.
