Do you combine the leader recruitment cards from rise of the empire with the old cards in a new game

I still don't have my copy, but from what I've been reading about the rules, it seems that way, that you combine all the action (recruitment) cards from the core and this expansion together

The expansion includes replacements for "Good Intel" and "Son of Skywalker" action cards. Be sure to remove those from the base game set before combining the action card decks. Also be aware that both empire and rebels have 2 new starting actions.
