"Make an Example" Wording Question

The Imperial mission "Make an Example" (the Sarlacc pit one) contains the line "Count all skill icons for this attempt."

Since you normally count all relevant skill icons on all leaders present in the system, what does this line mean? That you include the captive Rebel leader's icons? - I'm guessing it's this one because that would be most thematic; the Rebels fought hard to avoid being thrown in the Sarlacc. That you add up ALL skill icons (even non-Intel) and roll that many dice? That you treat minor skill icons as if they were normal icons and roll red/black dice instead of green?

We had cards like that already in the core. For example this one:

It means that it doesn't matter what skills icon the mission has, you roll as many dice as skill icons of any type the leaders have. In case of small skills icons you'll roll a green die of course, but the icons doesn't need to match that of the mission in these cases

You're right! I never noticed that, before. I've probably been playing those cards wrong all along (just rolling the mission-indicated icons). Since I'm almost always the Rebels, I'm pretty sure this has put me at a disadvantage so I don't feel too bad about it.

I think it's made that way because the missions that have you count all skill icons have very powerful effects that can drastically change the game and it would be a great disadvantage for the Rebels if you only count matching icons and the caracter the mission is attempted againts doesn't have any of those
