Districts of Otosan Uchi

In the first Dynasty pack, the Crab are getting a Unique Imperial Holding: Karada District. This is one of the districts of Otosan Uchi, the Imperial Capital. It was suggested in another thread that eventually every Clan would get one. I'm not entirely sure of this, but it's a possibility so I thought it would be fun reviewing all of the Districts and their governors from the old box, and seeing which ones might be interesting to make into holdings. I assume that the Forbidden City, the palace of the Emperor is really not going to be a holding.

Inner City

  • Chisei - Kakita Foruku - The most beautiful of the Inner districts, and home of the Temple to the Seven Fortunes.
  • Hito - Ide Hokuri - The location of the Temple to the Kami.
  • Kanjo - Shiba Kagi - The largest and busiest of the Inner districts, mostly controlled by the Lion.
  • Karada - Hida Reitaan - Dominated by the Trading Grounds, a large ares run by the Yasuki.

Outer City

  • Hayasu - Shinjo Hayasu - Home to many wealthy merchants and artisans and not a few retired samurai.
  • Hidari - Asahina Hidari - The most aesthetically pleasing district of the city, and one of the main gates to enter it.
  • Higshikawa - Shosuro Mukai - More pleasure houses per street than any other district, but also warehouses and merchants.
  • Hinjaku - Mirumoto Hinjaku - A mixed district, but notable due to the Ancestral and Imperial Mausoleum in it.
  • Hojize - Mirumoto Hojize - The district where eta live and work: run-down, poorly respected and home to people wanting to avoid notice.
  • Juramanshi - Seppun Meyori - Mostly housing, split between nobles and lower-class with some Geisha and Tea houses in the lower-class areas.
  • Kosuga - Hida Kosuga - The main dock for goods shipped into the city: very busy and thoroughly middle class.
  • Meiyoku - Shosuro Meiyoku - Home to theatres, geisha and all manners of entertainment
  • Ochiyo - Asako Ochiyo - The spiritual heart of the city, with seven great temples, and no heimin. Inhabited and patrolled by Lion.
  • Toyotomi - Shiba Toyotomi - A district in the midst of urban renewal, but dragged down by the presence of the prison and a temple to Lord Moon.
  • Tsai - Bayushi Tsai - Infamous for its many criminals and smugglers.

Which ones would I choose for Holdings?

  • Crab - Obviously, they already have Karada
  • Crane - Either Chisei or Hidari, but they both have a theme of being beautiful - maybe buy Honour off your opponent with Fate?
  • Dragon - Hinjaku, with a way to visit the Mausoleum to retrieve attachments from the discard pile.
  • Lion - They have no governors, but basically run Kanjo.
  • Phoenix - Ochiyo - it's full of temples and stuff
  • Scorpion - So many to choose from! Tsai if you want to emphasise criminality, Meiyuku if actors.
  • Unicorn - Hito? It's an inner district, but really nothing special. Hayasu? Bow to move someoen into this conflict?

Anyone else with thoughts?

My thoughts are that Tonbo Karasu be named official archivist of Rokugan. ?

Hojize District. Neutral holding. +2 province strength.

Action: Lose 1 honor to remove target character in a discard pile from the game.

Chisei District. Crane Clan Holding. +1 Province Strength

Action: If you control the Imperial Favor, ready a Honored character you control or bow a Dishonored character that your opponent controls.

Well, everyone was wrong - Hito District as a Lion district.

I'm now going to call Chisei as a Crane District with a ban on declaring Military conflicts.
