Judging from the email I received from FFG's OP newsletter, it sounds like L5R is getting fit right into the regular OP cycle, and there's no Store/Regional championships planned until after Worlds. They do mention that stores need to apply for/pre-order their championship kits by September 7th. Looks like that applies to any OP games though, not specifically L5R.

I 'm assuming they mean purchase the ticket by October 12th? I can't imagine having to purchase a ticket before being notified I can actually purchase a ticket.

I imagine both are supposed to be September, all the dates they have listed on the website are in September. Neither of those dates are correct for the events they say they coincide with, however.

It means that the tournament will be held and treated as if it were in Dragon territory, hosted by the Dragons. And I think they have even mentioned that the prizes will be Dragon themed.

Sorry couldn't resist the cryptic answer. My guess is that it's another story tournament kind of like how the Kiku Matsuri had a story related thing but wasn't a full on competitive tournament (or at least that's how it was presented). Maybe it will help determine how the Winter Court actually plays out in the grand scheme of the story?
On the one hand, I'd really LOVE to go. On the other hand, I suspect it'll be a bit pricy, I couldn't even participate all 5 days, and I did get lucky enough to participate in the Kiku Matsuri. This is tough. #FirstWorldGamerProblems

I missed Kiku Matsuri and wonder... maybe I could make 2 days for L5R... Its a smaller event, so its probably a lot easier to manage with travel costs than going to Gencon... but then its also unexpected, short notice, and I've not played the game well enough to expect to even give a good representation lol. Maybe by the time of the event I'll have grown as a player... but do I put my money on it now?

Yup, I believe it's $75 but I think that might cover all the side events as well.
I don't see Hotels being an issue unless there is some other events going on near by. FFG HQ is located north of Minneapolis, the main convention scene is near downtown or south of the Twin Cities near the Airport. So, being North means that fewer other events to fight with over hotels.
If you really want to go, band together with other players. Carpool, share rooms....ect.
I know the last time I went to Gencon (10 years ago) I found a ride for free, split a hotel room 6 ways and avoided eating out too much by buying food at a grocery store instead. I think outside of the Gencon ticket I ended up spending $500, with that including dealer room spending. You should probably be able to do Worlds for that if you can network.
Luckily, I leave just an hour west of FFG HQ and I can stay at my Mother-In-Laws while in town.

The only tournaments that are 1 core are the 2 launch tournaments. First the kiku matsuri, then the store launch. After that it's full builds.

Event Structures
The Launch Party is a casual open play event, where you can find other interested Legend of the Five Rings: The Card Game players and invite them to play with you! Purchase your first Core Set, and use the included Learn to Play guide to begin your journey in Rokugan. Help each other select a clan and Keeper or Seeker role, and then build a 30-card Dynasty deck, a 30-card Conflict deck, and choose five provinces.
The Imperial Summons is also an open play event, but introduces full decks built with the Keeper or Seeker roles chosen at the Winter Court World Championships. You will need at least two Core Sets to build Dynasty and Conflict decks with 40 to 45 cards each and must use the role assigned to your clan. Sharpen your skills, as the next event brings competition to your store!
The Way of the Rings is a fun competitive tournament . The event organizer will pair players for three rounds, letting you test your skills against three assigned opponents. Your record will be tracked, and top performers for each clan have a chance to win more prizes! Rewarding tournament performance is a mainstay of Organized Play, and this is your first chance to prove your abilities in a fun environment"
So launch party will be a single core with the ability to pick your Keeper/seeker roles while the other 2 will be done after the world championship and use the roles picked there. While they haven't said they will be multi core at world's I'd bet on that being the case.
Worlds is not a launch event however. There's no reason it will not follow normal deckbuilding rules listed in the L2P book that comes with the game. Which is 40-45 (40 in reality) cards per deck and no more than 3x each copy of a card per deck as well as any other restrictions listed, including using whatever Keeper/Seeker role was chosen for your Clan at GenCon. The single core events were due to early releases or a release event.

Huh? I'm confused... I thought Crane won Gencon!?!?!?!
It might be better phrased as 'Dragon won the first contest' - the results of the Kiku Matsuri and the online social media competitions were used to decide on which Clan would earn the Emperor's Favor.
