Even if you could get him a second elite slot, Intensity is small ship only, sadly.

That said, you can do something that almost does the job: Gunner + Operations Specialist makes his first attack generate focus tokens if it misses. Gunner/Operations Specialist/Fire Control System is a pretty brutal combination on any ship which can field it.

Not only that Intensity is small ship only as well. And in the current meta it is hard to miss a shot, even with fire control system to re-roll your hits. Not having shots at the other hand is easy

Current FAQ (v4.3.3, 8th June 2017):

Expert Handling

A ship can only perform the same action once per round. A ship equipped with Expert Handling cannot perform a barrel roll and use the Expert Handling action in the same round.

If a ship attempts to perform an Expert Handling action, but cannot perform a barrel roll, the ship may perform a different action instead.

No mention anywhere of small ship only.

The actual mechanic is elegant - it's just unfortunate that it only really works on a heavy ship accompanying a swarm, not a swarm-ey ship itself.
