You activate one unit at a time, alternating between one of yours and one of your opponents. The unit you command just is one you can activate on your turn right away whereas those without it require you to grab one command token from your pile and activate a unit of that type. So if you had mostly core units then it doesn't really matter since you just activate it regardless while if you had a more mixed list you probably want to command the unit that you really need to act the coming round.
Which if I am reading it right means that you could order your commander and two supports with a 3 command card, and randomly draw your core. So if you wanted to wait for a certain unit to go before your commander you could draw a command chit and run a core unit. Then when your unit you were waiting on goes, you can Activate the unit you gave the command to earlier and respond.
Makes what would seem to be an interesting puzzle at times trying to figure out the order that works best for you while making problems for your opponent.
Or order your commander and support, but leave the two trooper groups to be the "random" ones.
In the demo scenarios the 2 pip command can give as much control as the 4 pip. Issue command tokens to commander and support and place the two troops in the random stack. Initiative speed of 2 with perfect control.
I think at 800 points we'll be looking at 6-8 squads, my example was pathetically unclear that I was giving orders to 6 units, 1 hero, 2 support and 3 core.
