I'm going to be running L5R organized play at my FLGS starting with the launch event. I used to run L5R tournaments for the CCG, but I've never run events for FFG games before. Is there a source for floor rules, official tournament structure, and/or anything else I'd need to know as a TO?

To be fair, there are "Tournament Regulations" for each game, and those have not come out yet for L5R. I expect we will see them in the next month or two. You can look around for the other games though.
Become familiar with the Fundamental Event Document. I believe it applies to all their OP events.
If you need a tournament manager, you can use the ffg one. It's in beta but overall it does the job.

Finding someone who is interested in helping run the events can be really beneficial. The OP kits come with a card with recommended rules for tournament structure and prizes. It helps to guarantee the person helping one of each of the promos through the OP kit, and the kits come with an extra promo of each for this purpose. Though if you want to make sure you both get one of each of the promos you could consider ordering two OP kits for the event. Extra cards can't be sold, though they can be additional prizes for any additional events you want to host between quarterly kits.
