What are rules or guidelines for building Hero item lists for a mini-campaign? For example, Heros pick 10 of each tier (1, 2, and 3) before start?

When making the initial item deck, do I include all item cards from all boxes I own, or should I be selective?

I'm thinking that if the deck is large, it is less likely for heros to draw good items.

There's been a rule change.

When playing with one or more expansion you always draw half of the starting number of cards in the item deck.

This can be found in the FAQ on the IA product page.

Thanks - my FAQ was out of date. I dropped IA hard after Destiny came out, but it pulled me back in.

You can be selective in addition to using the "half of the original number of cards" rule. You can also customize the supply deck.
