I know that if you want to use C3PO to change say the four damage to four resources you would have to pay the one resource, but if the rocket launcher rolled it blank. can I use C3PO to resolve his special on the rocket launcher because the rocket launcher count is zero also and not have to pay a resource because there's no resource on the blank?

Then, with C3po you just replace the - with special symbol, and thats it!
