Both the Original ISD and Chimaera have an MSRP of $50 and the Chimaera has way more content including 2 squadrons. Are new folks new to the game going to spend $50 regularly on the original ISD for Vader, Avenger, Needa, and Ruthless Strategist? Probably a few but probably not enough to warrant keeping an SKU active. New folks should and will go for the Chimaera first, by including Vader they can drop the old SKU and include those other upgrades in future expansions.
As an aside I think we all made out great with FFG repurposing the mold. It greatly reduced their development costs which in turn allowed them to give us significantly more in this expansion at the same price. This will be my second ISD, I'll be glad to have 2 that look different but I can't see getting a third unless the point limit for games is raised.
This is exactly why FFG won't include things from the ISD in the Chimera pack. They want to keep both available and making money. Sure, you get more bang for your buck with Chimera, but you still want stuff from the ISD, so you get both.
