The various rules documents don't do a great job explaining the action windows, so I was hoping for input from others. Writing things out helps me clarify them, but I want to make sure I have it right. As I understand it, it goes:
- Dynasty phase: Only for playing characters in provinces and Action abilities printed on cards.
- Draw phase: A regular action window

Conflict phase: Before every opportunity to declare a conflict there is an action window that each begins with the active player.
- According to page 19 of the RR the cycle starts here so there are 5 action windows each turn.
- One action window per conflict resolution, for a total of 9 potential action windows in the conflict phase.
- Fate phase: Another one here
- Regroup phase: Last one for each turn.
Most action windows begin with the first player for the turn, and players are allowed to use Action abilities on cards, play characters from their conflict hand, and playing attachments from their conflict hand. The window in the Dynasty phase is restricted to only Action abilities on cards and playing dynasty characters from provinces (this is the only time that characters may be played from provinces). The only other change to standard action windows is during conflict resolution when the first action goes to the defender.
