Is Limited response treated different from normal responses except the limitations?
I am curious because cards like He Calls It Thinking say to cancel a response not a limited response. So what is the ruling about this?

All "Limited Response" effects are still Responses. Anything that affects a Response will also affect a Limited Response.
It's kind of similar to the fact that all triggered abilities are triggered effects, so if something says "cancel a triggered effect," it can cancel events, triggered character abilities, triggered location abilities, etc.
It's also similar to something that says "choose a character" being able to choose a Knight character, a Lord character, an Ally character, etc. The type of character doesn't matter.
