Normally, you would not be able to perform any kind of action, including Action: header bombs, when you are stressed. However, R4-E1 specifically states that you can perform torpedo actions and bomb actions even if you are stressed. Advanced Sensors merely changes the timing of when you can do it, not the stress.

Make sure you read the card and don't rely on Squad Builder UK. The card is listed wrong as Torps and Missiles.
