Does it come with act II versions of them? Or is that only in the Chains that Rust expansion. I don't know if I am missing those cards or not. All the other mini expansions provided act II versions of the boss cards.

Mists of Bilehall and Chains that Rust were a special kind of release. They essentially were separate releases that could be played as mini campaigns, or combined together as a full campaign. Mists of Bilehall was Act I, and Chains that Rust was Act II. You aren't missing anything.
