It's very likely.
The fact is that 20 points is the price of a generic Kihraxz that is 3/2/4/1.
Red dice are kind of a expensive stat when it comes to points. The Punishing One title that upgrades attack on the Jumpmaster from 2 to 3 is 12 points! Sure, it's a turret. But still.
Scyks can upgrade their damage from 2 to 3 by equipping the Heavy title plus a Mangler for total 5 points...

Now what does the naked generic gunboat have compared to a naked kihraxz? Two more hitpoints, 1 fewer attack dice. And kihraxzes are getting now a discont on modifications of up to 3 points. What does that mean?

I think a naked gunboat is closer to a naked Y-wing, with the difference of the y-wing having 1 fewer green dice, and the gunboat having 1 fewer hitpoint. Both really require to spend a few points more to actually be able to do something.
And the gunboat not only would require some ordnance or cannon, but also its titles that we know aren't free.

Now the action bar of the gunboat is much better, and so are its possibilities of equipping weaponry and use it effectively. Does it make for 2 points cost above the Y-wing?

Heavy+Mangler is 6 points, just to note.

I'm desperately hoping a naked gunboat is 19 if not 18 (+1 green die being valued at 2 points just might make Vynder's price go up more than 2 points on the next guy down) but I'm expecting 20 which is a worryingly high value.

Really? I'd be thinking 4 of these with ordnance in a 100 pnt list might be a bit much alpha. (GFH will allow it for the kihrazx, but it only has ~ 75% the health and a worse reload in scavenger crane)

If TIE Bombers can't do it, there's no particular reason to assume Gunboats can. And bombers can do 5 of it.

4 Deadeye K Fighters with Cruise Missiles is pretty scary because of the 4 Deadeye Cruise Missiles, but the Gunboat probably won't allow that. Assuming the EPT generic is 22, you can get 4 cruise missiles, but not 4 deadeye ones...

You are right.
Well, it in that case it's even a stronger case that dropping from 3 to 2 primary should mean a big discount from what a Kihraxz or an X-wing are, not accounting for SLAM and Reload, or whatever dial it has.

It gains a lot of toughness over the X-Wing and Kihraxz both, but losing a point of arc-locked primary weapon is a 4+ point discount in most cases.

The TIE Bomber and TIE Punisher are probably the best comparison points. THe Bomber is 2/2/6/0 for 16 points. The Punisher is effectively 2/2/6/3 for 23 points with Frame. Neither have particularly good dials (both have only one white turn and 1 K turn, middling greens, and the Punisher doesn't have a 4 straight). So for 2/2/4/3... I'm worried it's going to be 20 and it's just going to fall down the same hole most of the rest of the Empire does: arc-locked ships are pretty much shut out in a world of turrets.
