Just a quick question about the new Empire Tactic "Iron Discipline."

Can it be played as a response to being targeted or does it only work by being played in advance of one of your Units being targeted?

I would say that Iron Discipline can be used in response. It would be really really bad if not as an opponent could just respond to Iron Discipline, or just let the unit be for the turn.

As an aside, I still think you are over exaggerating about this card. It has a very narrow scope and I think in most cases, it would be better as another card in the deck, atleast for now.

?? I think you have me mixed up with someone else. I have no problems with Iron Discipline. I quite like it.

BTW, a second targetting action could be taken in response of Iron Discipline. And that one won't suffer its "cancelled if 4 additional resources aren't paid" effect.
