I was wondering if i could use the cannon to change a hit to a crit. with the new rules with Bossk's ability?

Yes you can make a crit then split it later with bossk. Bossk triggers much later after compare results has determined that crit to be uncancled.

Interesting thought: is there anything that stops you using the Mangler effect after using Bossk's ability, if you didn't use it during your modify dice step? I want to say yes but i just can't think what it is...

Mangler Cannon's effect is during the modify dice step. Bossk's doesn't kick in until the attack has actually hit, after all dice modification has been done. So you couldn't alter the dice after using Mangler Cannon's ability, because the window to modify dice has already passed.
