It is 8 to lynch, if no player has that majority, it is a no lynch. I know it's a little different of a setup, but I wanted to give it a shot; plus it seems thematic for the renowned indecision of senate committees....

I have a role. My understanding based on my wiki reading is that its not particularly powerful. If my sacrifice gets the rats scurrying, I'm happy to die and let the town win.
