I'd say odds are decently high, at some point, we'll see ships from that period in the game. (Well, I mean...technically, we already have. The Victory-class is canonically from the Clone Wars as a result of a recent novel, and the Arquitens was originally the 'Jedi Cruiser' from that period. Ditto the Pelta-class as a medical frigate.)
I don't see that as new factions, though - that'd be too much work for too little gain.
Rather, I'm imaging the Venator-class showing up in Imperial colors (as it was at the end of Episode III) and one of the CIS ships in Rebel colors (I'd personally love to see the Munificent-class, but we do have a Providence-class ship in Rebel colors in art over in X-Wing, already, so...??) Maybe Imperial Venator and Rebel Providence in one wave, Imperial Acclamator and Rebel Munificent in another? I dunno, something like that.
But for the time being, I think the new movies (and ongoing TV series) are going to dominate the releases.
Droids that were not deactivated in the rebels tv show showed up (despite anakin deactivating them all supposedly in ep3), I guess you could stretch a 3rd faction from that fact. I think it would work better than a scum/pirates faction.
The confederation from the EU books would be a 2nd option for a decent faction, corellians, bothans etc. Although I highly doubt this would ever materialise. I think it would require a lot of fresh designs from FFG direct for one thing.

The games have been slowly taking more and more from Clone Wars and Rebels, as well as the comic books. People love to hate on the prequels, but the actual hardware designs are unquestionably good.

I don't hate on all of all of the prequels... just a couple of things... like ANNOYING KID ANNIE... SPINNING IS A GOOD TRICK... JAR JAR... some other stuff.
Quite like the CW too. Not a huge fan of rebels, but it's not all horrible either.

The secret to the prequels is to watch it in the new machete cut (IV, RO, V, II, III, VI, VII; note the lack of I) and get some fan edits that take out some of the dumb stuff. Doing this severely changed my opinion on the prequels.

Episode II is more integral to the Saga than I. Everything in I could have been kept as backstory. You need II to see Palpatine granted emergency powers. You need to see the creation of the Clone Army, and the start of the clone wars. You need to see the affair between Anakin and Padme, (as cringy as it is.)
episode I is the Saga's pre-game show. Episode II is the first Inning.

I think IV works better as an establishment story. Rogue one could work great first, but I don't know how I feel about not meeting our hero until the second book.
I think doing rogue one as a flashback works to deepen the emotional effect of their sacrifice while still setting the story out on the right foot from the get go. Also, I think it establishes doing flashback "books" as an accepted practice before getting his hit with the I and II punch.

Episode II is by-far the worst of the prequels, possibly even the worst of the canon movies. Listening to Anakin moan about his life as a super powered badass space monk was almost laughable. His relationship with Padme made no sense what so ever. What did she see in him? He whined like a little kid throughout the whole movie, possibly more than even Luke did throughout EP. IV.
Straight up, EP II Anakin was a creep.
The only redeeming parts of that movie were Mace Windu cracking open a can on Jango Fett, and maybe... MAYBE the ending saber duel, though the weakest of the prequel duels, seeing Yoda bounce around the room gave me a good laugh.
Honestly, with as bad as the writing was, the whole prequel saga was the pregame show in my book.

Yes, but many will take Creepin Anakin over Widdle baby Annie's first adventure with his goofy buddy Jar Jar.
Not to mention the total misuse of Liam Neison, and badass villain Maul.
It really comes down to which you can stomach more: A bad kiddy movie with a cool duel at the end, or a bad romantic adventure with a decent 3rd act.

But Episode II was a horrendous romantic adventure.... which part of episode II was romantic or adventurous? Sitting through anakin's pubescent years should not have been a requirement to understand the plot of the 3 films.

Not to mention his super creepy stalker-like attempts to talk to Padme...

Both Tarkin and Thrawn (books) show pre rebel Alliance insurgent groups using clone war tech to fight the empire, so I guess you could reasonably let both factions use a few things from the CW era here and there. Furthermore, the Z-95 and Y-Wing are technically cw tech too, so the Quad bat is not alone (the capital ships from the era were already mentioned). This would also give us some material for future waves till other anthology films and other media publications can provide us with more new shiny ships and fighters. ****, I'd even be down for a clone wars era Armada. The CW show was amazing fun!
A third faction should be avoided. Balancing is much easier this way and Scum in X-Wing always rubbed me the wrong way. And I don't really want to play Imperium vs Seperatists or something like that, that be too odd.

Wait... the last act wasn't CG? The Gunguns and droids and hover tanks and fighters and ships weren't also CG? Come on, Episode I's third act was just as much of a CGI fest as II.

The slight redemption EPII gives is the Battle of Geonosis... I used to pause at the explosions when I was younger, it was a great battle in a poorly scripted film

I do think it's an interesting theory, but I doubt it will ever be canon.
Though I do think if it turned out that Snoke is a front for Darth Jar Jar, it would do wonders for the prequels. I can see Luke and Ray step into his chambers... a giant Snoke hologram filling the room... and from out of it steps a black be-robed Jar Jar speaking with a booming proper English accent, "Yes, yes, I see you have fallen for my ruse. Silly Jedi, always falling for the simplest of deceptions."
