If you cloak with Cloaking device, then trash the cloak with Vizago for something else, can you voluntarily decloak? Also, do you have to roll the die at the end phase to see if the cloak remains?

Yes you may voluntarily decloak. The rules that allow you to do that are tied to the cloak token and not to you having the cloak action available.

Rules as written you do not have to roll to see if the cloak ends as that's on the illicit cloaking device card and you no longer have that in play. Whether or not that will survive FAQing is anyone's guess
