Rout & bowed characters (rules question)

Hi all.

Can I use Rout on my opponent if my targeted Bushi character is participating, but bowed?

I know that a bowed character does not contribute their stats to the resolution, but I wanted to check whether they are still considered to have said stats for these effects.

It's likely that I'm just misreading somewhere along the line....

They have the stats they just do not contribute :) So you cannot rout 7Mil Hida Kisada with your tiny 0Mill courtier even if Kisada is bowed

A bowed character is still considered participating in the conflict, so you can still use rout with a bowed character. You could even, for instance, use Golden Plains Outpost to move an already bowed character to a conflict to avoid getting penalized for being unopposed. Bowed characters are still useful.
