If I attack a province with a face down dynasty card on it, would it get flipped up? Do I have the ability to flip a face down dynasty card up whenever I want?

There are some cases where an effect will cause the Dynasty card to be placed face up on the province, so it is possible that there may also be effects that cause a face-down Dynasty card to be revealed when its province is attacked. However, without some sort of effect to trigger its reveal/being turned face up, you would not get to flip it up. If you break the province, you have the option to discard it, but you don't get to see it before making that decision (though can't think of a situation where you wouldn't want to just go ahead and discard it anyways).

You only flip up dynasty at the beginning of the turn. Its in part of the L2P rules as one of the first things you do each turn as beginning of the Dynasty Phase. Otherwise, you do not flip them up unless directed to by a card effect.
However, Province cards get flipped up as part of declaring an attack. It happens after the attacker assigns, but before defender assigns.
Zesu and Mirith have it right. Provinces are re-filled with face down Dynasty cards once a card is removed from that province, which generally limits you from not being able to use those face down cards until the next round. You also can't look at the face down Dynasty cards, though you can look at your face down Provinces!

I broke a Lion player's province with a face down card in it, and decided to discard it. Bad choice. It was Toturi, and he had a Spirit Called in play.
Guess who came to party in the Lion's next attack?
