I don't have my cards or books in front of me, so the answer may be there somewhere. At the moment though, I don't recall reading anything about this:

Can a character attack (via a melee or ranged card) and block (or parry or dodge) in the same round? If so, are there penalties and how would that work?

Yes you can. Even against the same attack. You may check it in the FAQ.
