So it seems there are quite a few "conflict characters", some of which can be played as attachments. They can be included in the Conflict deck. Can these characters also go in the Dynasty deck?

Nope. There is also a C or D depicted on the bottom right side of the cards to show which deck they can go, and also be able to verify decks in tournaments if solid color sleeves are used.
