The initial preorder announcement page had the following text which got removed:

if you pre-order Twilight Imperium Fourth Edition from our online store, you will receive a numbered copy of the hardcover rulebook signed by the designer of the game and the universe, Christian T. Petersen. Keep in mind though, this limited offer will only be available while supplies last!

I placed an online-store order before that part was deleted, I just want to know if I'm getting a signed/numbered rulebook
