quick question:
is cruising at Speed 0 counting as a (complete) manuever, therefore granting benefits like the damage reduction on the station or several mission based objective/victory tokens you can gain after ending a manuever in range 1.

I read most of the rules questions in the past two years, but can not remember if this ever was discussed before ... and searching ... well, it didn't help much ;-)

Yes it does.

Speed 0 maneuver is a maneuver with all its implications.

On the other hand you can't spend defense tokens, so it's a big risk

You can also drop to speed 0 then Engine Tech a speed one maneuver if I'm not mistaken.

That is correct, but you're still officially speed 0 so the defense token problems remain until that changes.
