If you get points for your submitted list winning, I would just make a good list. That rule is counter productive. You should get points of your submitted list loses.

Fun idea, but the incentives are wrong for the concept. If you want bad lists, you need to incentivize people to bring bad lists. But you also want people to try to win... probably best for everyone to submit their worst list, then randomly pick which list they play with. Then have the worst scoring list writer and the top scoring player both win something in the end.
Or everybody could make a bid. Highest bid licks list first and then next highest, and so forth. It could reasonably be a live auction. Each game, you automatically lose points equal to your bid, and your opponent gains those points. Maybe you bid 20 points to take the least bad list of all, you table your opponent, and have Winged Gundark left. You get a loss by 5 points.
The guy who runs X-Wing events at one of my LGSs was talking about a similar event just last week. His idea is to have everyone bring the worst list they can think of, and each round after pairings you trade lists with your opponent. So you'll always be playing against your bad list, but you'll play a different list each round. You still want to win, so there's incentive to bring the worst possible squadron you can build.
You have to have rules in place for listbuilding, to force some kind of viability, and stop this sort of nonsense:

All the Spice runner lists. Lol. 4x TLT spice runners with crew (rec spec especially) is a good list with consistent dmg. Only turretless HWKS are horrible.

That way you don't gotta waste set up and drafting time. They're just required to take 1 Ship from a list of horrible ships and try to make it work.
If you did a tournament like this, it would have to be where you bring a bad list. But it's your opponent who flies it. And you fly whatever list they brought. So you fly a different bad list each game.

You have two conflicting things going on here.
If people earn points for their list losing, that encourages bring useless lists (such as single HWK). If they earn points for their list winning... that's probably better.
They have to use someone else's list, so they want to bring a list they can beat, but not SO bad that it doesn't win anything? Since it's mostly going to be games not against them that pushes too far into good though?
Probably just need to have two listbuilding rules:
1) Minimum 90 points (to deal with "I'll just use one awful ship") - this should force mostly complete lists, but I expect lots of filler crap like Expose... which is fine!
2) HWKs must have a turret - Because even then all HWKs is completely awful.

Alternatively - any spare points in the list may be filled in as desired by the person flying it. Keep the second prize as the list that loses the most. This encourages complete lists so people don't drop in aces or powerful upgrades, although it may also encourage padding with things like Punisher with shitloads of expensive ordnance... I dunno.

2 points per win, plus 1 point for each game your list loses.
Will need to be split into 2 populations so you don't randomly play your own list.
