I don't think they've quite risen to level of 'villain ' yet.

Dunno, but the best thing about repeating something so many times people will believe it's true, even if it isn't. This I suspect is how the Lion have convinced Rokugan they are brilliant strategists.

When I played the RPG I was brand new. But another player was a haunted Matsu and she was amazing.

I really want to see some likable Matsu.

Well, last go-around, the Phoenix started not losing battles to the Unicorn when they started letting the militarily-trained and unit-commanding Shiba call the timing on Isawa spell use in battle for maximum effect... meaning that they'd probably literally never tried that until the Moto were rampaging down their throats.

So, uh... tactics and strategy aren't such hot stuff in Rokugan up until now. ;)

What Thousand Years of Peace? There have been attempted invasions, and probably internal wars since the Day of Thunder.

Shadowlands tactics are easymode.

1. Be scary.

2. Kill those that do not cower before you.

3. Repeat until you rule Rokugan.

I'm not very experienced with the setting, but maybe tradition and doing things the way your ancestors did is strong enough in Rokugan that trying different tactics really doesn't occur to many people?
