The reason that chariots were so effective for so long was because horses were not big enough to carry armored soldiers into battle.
Mounted cavalry came after that because it was not an option before the horses got big enough.
But for Rokugan to have the same thing they are seperated by distance instead of time.
Of course this all depends on how many horses and ponies Unicorn has given away in the past couple hundred years.

Enough so that almost every clan has some cavalry capacity.
Not battle maiden style heavy cav, but mounted infantry, horse archers etc
