Well ......maybe not 'properly ', but certainly eye-catching ??

I think they refer to it as "dressing for the occasion". Scorpion women just have different plans in mind when they get "dressed". Coincidentally, those plans could very well lead to a takeover of the Empire, or at least the empire's bedchambers...

Unicorn can dress themselves properly, just not the same dress as the rest of rokugan. At least, unlike the scorpion/crab, we dress ourselves at all.
