What's 1st, Intel agent or decloak?
Intelligence Agent must be resolved before you Decloak.
The Decloak reference card (errata'd version) begins: "At the start of the Activation phase, after players have resolved all other abilities that trigger at the start of the Activation phase...."
Intelligence Agent begins "At the start of the Activation Phase...."
