Was there a change to Biggs regarding TL weapons? Or did I dream that?

Ages ago (in X-Wing time), but it wasn't Biggs that changed but how targets are declared, based on the timing chart in the FAQ. Since you can choose your weapon, if you have a TL on someone other than Biggs, and you need the TL, you don't need to shoot at him.

Yeah, FFG did a complete 180° swap on weapon selection and Biggs. The initial ruling was you had to select a weapon that could target Biggs. As Slugrage says above that changed.
