Rule question - system activation

Hi, can someone help resolve this question - I know that a player may activate a system and then choose not to move any units. It's even answered in the errata:

Q: Can a player choose to activate a system and not move any units into the system?

A: Yes. A player can place a leader in a system and then choose to move 0 units.

However, is it possible to activate a system if a player has NO POSSIBILITY of actually moving anything into that system?

The attached picture shows what I mean - the Imperial player wants to activate Endor, even though they cannot perform any action that the activation allows for - they cannot move any units, since they don't have any transporters in range, and they cannot start a battle, because they have no units to fight with?

As LemonheadPrime said, yes. The refference is that the RRG says that when you activate a system you can move your units, not that you must:

RRG page 2:

"2 . Move Units: The player can move his units from adjacent systems to this system (see “Moving Units” on page 09)."

EDIT: also to take into account that you cannot activate a system with a leader that has no tactic values (in the Empire's case that's Boba Fett or Janus Greejatus)

Well, yes, but my logic and argument is:

System activation is an action, which purpose is to move units and/or start a battle - ergo you shouldn't be allowed to activate a system if you cannot perform the purpose of the system activation action - which is to move units or start a battle.

You are allowed to activate a system if you CAN move any units/start battle - and then if you decide not to move units - that is also allowed.

But I guess my logic is flawed in this case? :)

I agree that a system should only be able to activate if there are units to move there, but as how the rule is written I think that you can activate it even if there are no units to move.
Anyway, is just the way I understand it, I may be wrong

Says who? That's what the action allows you to do, but there are other situations in which you would want to activate a system.

1. To strengthen another leader's future mission attempt in the same system.

2. To fortify your future opposition to an enemy mission you suspect will be attempted in this system.

3. To play around action cards that block you from opposing a mission with a leader from the leader pool.

4. To stall for time.

5. To bluff any of the above.

The rules says nothing about that you can't activate a system if you can't move there. The FAQ says nothing about it, even while clarifying you can activate without moving. I see no reason to think that you can't activate any system you want.

And how would this interact with the location of the rebel base? I am allowed to move units from it, so would I be allowed to activate the system where my base is for example?

Imposing this rather arbitrary restriction on activating, of which there is zero mention in the rules, is not only inelegant, it also removes the tactical and mind-gaming options I listed from the game, and I think that would be a pity.
