Where I come from, either dumping everything in bulk last minute or missing the deadline are specifically the results of *not* having a plan. Yet, that seems to be exactly what we can expect for the previews.

They have part of a plan... maybe around 12%?
"We have a plan" reminded me of Battlestar Galactica and Lost, which are two of the more egregious examples of not having a plan.
"This plan is so bad it has to be ours."
"We have a bug in our plan."
"We have a plan?"
"Thats the bug."
Edited by Bayushi NonoWell, they never said it was a GOOD plan... Now, seriously, I think they only have to publish the Scorpion fic and the Scorpion preview in the same week to make it in time to GenCon, so it's not so bad.

Improvising is a valid plan. Maybe not popular but still a plan.

Their plan is to hamper Scorpion players because they didn't have enough time to playtest their cards.

So far this week we've had one of the most comprehensive and impressive OP programs I've ever seen outlined in a series of excellent posts, the return of a fan favourite author with an excellent fiction, and both the Learn to Play booklet and Rules Reference Guide posted online. Later today we have an L5RLive on Facebook detailing even more awesome things. Whup, and the L5RHonored contest was held and judged.
I'm grateful for all the planning and effort that's going in to this monumental relaunch. I'm also grateful FFG don't read these boards.

Indeed, it's been an awesome week. Atop from all that Mark's been pointing, pre-orders have started to pop nearly everywhere, and plans are set into motions for the launch week-end around the globe.
I can't wait for it all to begin... Just a few more weeks of patience before we can get our hands on the cards and build decks with actual cards instead of proxies...

Counterargument: Everyone at GenCon will know what the other six clans can do, but the Scorpion clan's abilities will come as a surprise to everybody.

I was actually kinda hoping we get scorpion preview before gencon, and scorpion fiction is result of the tournament

You might want to check you definition of plan. It is the exact opposite of improvising.

You can improvise because you have no plan, or you can include improvising as part of the plan. One of these is a plan. A plan that is improvising.
Where was it said that they have a plan? As a veteran L5Reader I much prefer the policy of making things up as you go.

If you have to improvise because you made no plan, it is likely things will be haphazard. This is unprepared improvisation.
If the plan is to improvise, you know going into the situation, and you are ready. This is prepared improvisation.
Scenario 1 - Grabbing a guy off the street and making him tell a joke. He has to improvise, but has no plan at all.
Scenario 2 - Who's Line Is It Anyway. Planned improvisation.

Your plan is to realize that you can't have a plan and just make it up as you go along. You know ahead of time that you will react to what happens, rather than try to figure out what is going on.
What constitutes a "plan"? Isn't a plan just "This is what I will do when the situation arises", and in the case of saying "I'll just improvise" you have the most complete plan possible, since you have an idea what you will do (which is Improvise) to any contingency.
If Indiana Jones has taught me anything, Improvisation is the best plan.

I think all good plans involve some amount of improvisation, simply because relatively few plans can take into account every possible thing to go wrong.
As my concealed carry instructor told us, "Having a plan gives you something to deviate from once the unexpected happens."

Do you go to an event with an untested deck and expect to win? You literally devalued every playtesting efforts done by hundreds of event winners with your statement.
There is no point in trying to counter something when the user doesn't even know how to use it properly (or even build it for that matter).
