Remember that Captain America isn't stupid. He certainly isn't the Intellect 5 or 6 of Stark or Banner, but he has extended knowledge of the art of war and mechanics, the former even before he was trained. Intellect 3 would be perfectly applicable to Steve Rogers, with his future tactical expertise being the result of actual training. That isn't to say that he has to be at Intellect 3, just that it is a perfectly fine option for the character.
