Is attack always an action? Luke can attack without SPENDING his action. Is this is an action?
If yes -> bleed strain is valid for this after resolution?
If not -> can Luke move during this attack? (in rules there's only information that figures cannot spent points while resolving an action)
Attack = action ?
No. Performing an attack is not an action.
You can spend an action to use the Attack action, which lets you perform an attack .
You can also spend an action for some special actions that may let you perform an attack . Some special action can allow to perform multiple attacks.
A figure cannot spend movement points (which is a during your activation ability) while resolving another ability, whether an action or another during your activation ability (Heroic). (This is not directly specified in the rules, but seems clear from the extension of how simultaneous triggers work - you cannot intermingle abilities - you choose in which order to resolve abilities that trigger at the same time and each ability is resolved in full before the next one can be resolved.)
So, performing an attack using Heroic will not trigger Bleeding.
Also note that to perform an attack you have to end movement (FAQ2.3) whether the attack is performing inside an action or not.

Thanks for your answer - as i can see we need clarification for simultaneous triggers then.
Just to be clear - perform a special action from Jundland Terror it's also not an action, right ?

Performing a special action using Jundland Terror is a special action, i.e. it is an action.

But special action is same as attack (base on rules no language). Only place when actions are listed is in Action point ( The avaible action are Attack, Move, Interact, Rest, and Special ). So i really don't see difference between performing a special and performing an attack. Or maybe i don't understand something.
About timing conficts. I don't see exact place where you cannot use movement points during ability. And this attack is an ability, using movement points is not an ability.

The actions chapter is a little lacking in its explanation, so the relations between actions and their effects must be pieced together from several places, (and also from mission rules and events).
The Attack action allows to perform an attack . The Move action allows to perform a move . The Rest action allows to perform a rest . The Interact action allows to perform an interact . A special action can allow to perform various combinations of these and more.
You can get to perform an attack from abilities that are not actions (Executive Order, Heroic, Sustained Fire, mission rules, command cards) in the same way you can get to perform a move from abilities that are not the Move action (Order, Command, mission rules). Performing an attack is not an action itself. Performing an attack happens within an action only when you are performing an action that contains performing an attack.
You can spend movement points before or after actions during your activation (see Actions). Spending movement points is thus "during your activation" rule/ability. For example Heroic is also "during your activation" ability. If you are not currently performing an action, you can choose to activate any of your "during your activation" abilities. Once you do so, you fully perform the effect, and return to "during your activation" state/trigger/timing, and can then use another "during your activation" ability. So, if you choose to use Heroic, it lets you perform an attack. However, you need to perform it fully before you can use another "during your activation" ability. (In addition, to perform an attack you need to end movement - see FAQ 2.3 .)

- Luke cannot spend movement points during a Heroic attack.
- Luke does not Bleed after performing a Heroic attack.
