I love the new card but I wish there were more Shugenja to really abuse it. The Phoenix mirror match is where this will really see play and the most amount of usage till we get more Shugenja printed for the other clans.
I'll add that right now non of the known shugenja feel like particularly abusive with this card. Yes, I know about the general awesomeness of untap effects.

Given concerns on how Phoenix relies on effects that honor characters from winning a conflict, I feel like this could be very useful in readying those newly honored characters for the next fight. Granted, it would be nice to not limit this to shugenja, but there's other options for reading other characters if needed. Still think this is a helpful add that will only get better as the card pool expands.
So... no Phoenix air spell?
Really good. I think the problem with the perceptions of this card and others like Shiba yojimbo is that folks don't realize most phoenix players play few bushi. as the pool expands with Masters and the like these cards become invaluable. Evergreen straighten? Heck yeah.
Im not looking forward to Lion having enough Shugenja to make splashing this primarily to abuse Spiritcaller a viable reality. This card is versatile as **** and is only gonna get better and better.

It would get you a little extra mileage out of Doomed Shugenja, at least. Or were you thinking to use it for bowing enemy shugenja?
Although ironically, Phoenix has its Shiba Yojimbo to help protect themselves against opponents who decide to splash this card.

Our lord and saviour Togashi is a shugenja too.

You can't really abuse her ability because character abilities are only usable once per turn, unless they say otherwise. The previewed card is useful to either untap her and allow her to attack or block, "cancel" a previous bowing effect from your opponent, or to bow an opposing shugenja.
Only a few good friendly targets for this right now, but will certainly be a better card as the card pool expands. I'd hesitate to put three in a deck at the moment. Love the versatility, though.

The original "Yokuni" was the game's only Samurai (Bushi) / Shugenja, until several years in, when Daigotsu became the second to have both.
The reason 'Old5R' Yokuni had that combo was because he was actually the original Kami Togashi. In this version? I figure he's either still Kami Togashi, or at least a part of Togashi's spirit is channeled through the Dragon Champions (would maybe explain the seizure-like reaction Yokuni has while getting visions in the Dragon story).

While you can certainly add this card into your Dragon deck, I would splash Crab (2X Hiruma Ambusher, 2X Reprieve, 2X Watch Commander) which would give me more mileage.
While a 1-Fate card that gives you the ability to bow or ready a shugenja is good, I would go through Crab for my individual taste, as the WC Attachment goes along with the Clan's theme, as well as the Reprieve Attachment which can further the life of several character cards, such as the Doomed Shugenja, and the Ambusher should add some versatility as well to the deck as well.
Just my thoughts.

Crab looks good for splashing into Dragon. Phoenix is close, obviously Against the Waves and Pacifism - maaaybe the Initiate?? I guess you could add the Maya Mystic. One or two more Dragon shugenga and I'd like it a lot more.
