Can FCS allow you to acquire 2 target locks. For example if Quick draw takes a TL action and then fires at the Flacon and dosen't use the TL, can he then receive another TL?

Not without getting rid of the first one.

FCS allows you to "acquire" a new TL but it doesn't excuse the limit on the number of TL the ship can have on others.

This is an easy question, but still deserves to be answered.

We do this because not everybody learns the exact same way. Give an answer one way it may not be understood but phrase it a little bit differently the rule could be understood even if it is not always exactly the same.
