Sure, there are weird situations where units pass right by each other, but the alternative is to have perfect reactions to what your opponent's units are doing. I'd rather have a few stray charges than give up simultaneously-planned movement.
This happened to me once in the first game that I played but it hasn't happened since. Only thing that I occasionally do is miscalculate a turn on a charge or something.
