Hi guys i just wanted to ask
Is it possible if your modifier dial is an action to choose the order of which action you do first? This would especially be beneficial for the Carrion Lancers and Rune Golems as i see it.

No, action is always first, then modifier(left to right).
wind rune and simultaneous orders can make lancers move and blight though.

The exception is +1 defense, that happens immediately per 23.1 otherwise the above is correct.
The second dial has 2 types of icons. Modifiers such as turn, plus defence, charge and so on those affect the action immediately. The second type are actual bonus actions such as march, reform, rally and so on, those happen after the main action.

question -- if the model with + 1 defense is targeted before it activates, does it get the defense bonus?
No. Only if the command tool is revealed (means the unit was activated before).
