Just to muddy the waters, I like this Norra build:

Expertise, Nien Numb, R2D2, Alliance Overhaul and Shield Upgrade,

10 health with shield regen she is difficult to kill and can do 5 dice attack at R1 with expertise!

The bottom one is the strongest I think.
