So did anyone else notice that Hera is EaW 25? Which means only 24 villain only dice cards. My speculation is that we will get no grey villain or hero dice cards, only neutrals. Anyone else care to weigh in?

Your probably right in your assertion that there are no villain grey dice cards, Awakenings only had 2 grey villain and 2 grey Hero Die cards, SoR only had 1 grey dice card for villains and one for hero's as well.
I don’t really have an issue with it, of the 6 grey villain or Hero dice cards there are currently, only Reys Staff seems particularly good as FFG seem to water down these cards somewhat due to their flexibility of decks they can be run in.

Actually it's only 23 villain only dice. Hera is 25, K2S0 is 26, Rookie Pilot is 27 and Ghost is 28. So the 4th red hero card is 24, meaning 23 villain only dice.
That said, the Sonic Canon is 46 which means only 22 hero only dice (and that's if it is the first neutral die card).

Now looking into the numbers further from the 32 cards available on SWDestinyDB it looks like FFG might have gone away from their 4 Character + 4 dice upgrade per colour/faction. For example Mace windu is number 34 while Ezra Bridger is 38, leaving only 3 slots maximum for blue hero upgrades. Additionally the numbering for ezra, sabine and the snowspeeder only allows for 3 yellow upgrades as well (assuming 4 yellow hero characters).
I suspect they may have gone to a 4 character + 3 upgrade per faction/colour which would indicate that assuming the last red villain upgrade card is number 21 there will be 2 villain grey dice cards (with the remaining unknown red hero card being number 24) and only 1 grey hero dice card as well (assuming the 4th yellow hero is number 41, 3 yellow upgrades will be 42,43 & 44 with the snowspeeder at 45 and the red neutral cannon at 46), which will be odd as it’s the first time there has been an unbalance in the numbers between hero and villain dice cards.

It's simple, the numbering system goes Villain, Hero, Neutral. Within each faction it goes by colour; Red, Blue, Grey, Yellow. Within the colours it's ordered characters, supports, upgrades which are usually ordered alphabetically.

Well, they're already breaking the Red-Blue-Gray-Yellow pattern...
EaW may simply be a smaller set than the past two or there are just a lot of neutral supports that needed those slots. I wouldn't put too much in to the past pattern as a predictor of the future. We still have no idea what it means for a set to be "core".

Weapons Factory Alpha is card #160 so I think it's likely that's how many cards the set is.
