So... this just came up in a tournament. I had both the concentrate fire dial and the token. I know I'm not allowed to spend them on different attacks. However, my opponent insisted I have to declare whether or not I spend both at the very same moment. In other words, if I declare I'm going to spend my dial to add a die I also have to declare whether I'm going to spend the token for a re-roll - without yet knowing the result on the extra die I roll. Supposedly I cannot declare I'm going to spend the token after the roll because that would mean "I'm using the same command twice in the same turn". Is that correct or was it just something he made up?

He is correct.
When you resolve the Command, you have to specify if you are resolving the "Dial", "Token", or "Dial+Token".
Resolving one, seeing the result, and then choosing to add the other is, effectively, resolving two Commands, because you've taken the opportunity to pause, stop, and consider, before going forward - and there was at least
the chance
that you would get away with out doing it.
This is the same for all Commands. The concentrate fire just throws people off because its at a Radically different time.
It
is
also possible to resolve the command and not gain any benefit of it, too... Say, choose Dial + Token on Confire, rol lthe dice, get everything you want, and not need to reroll....
Same as declaring Dial+Token on a Navigate command, giving you the
potential
to chance speed by up to 2, and get the extra Nav, and then find out,
you don't need it
.
Its a Cost/Benefit/Risk analysis, effectively.
It is correct.
This is an extract from the FAQ:
Q: If a ship wants to spend a command dial and token of the same type, does it have to spend them simultaneously?
A: Yes. It must already have both the dial and token, and must spend them together.
So when you will use your CF command you'll have to declare if you will be using only the dial or both dial and token to spend them. Of course if you rolled good results you can choose to not reroll any dice, but you'll have spent that token.

A similar situation that happens all the time is that you have to decide if you're gonna use that squad token. You cannot wait and see how your squaddies do and then pop another squad.
