I have a question about this card.

If I have a 3 fighters engaged to 2 enemy fighters I can make 3 damage to each?

No, you can only do the RS damage once for each squadron you attack.

Declare target, roll attack, resolve it, deal 1 RS damage if you want, rinse and repeat.

Ardaedhel is right, you can only resolve RS once per attack as the upgrade uses the word "after".

From the RRG:
An “after” effect occurs immediately after the specified event and cannot occur again for that instance of the event .
