I'd disagree, if only because Rex is almost exclusively flown naked on a competitive level, while the others are rarely seen naked. So Rex number one!

Empire: Omega Leader hands down

Not sure for Scum, as their entire faction started after upgrade card bloat had set in, and their ship configurations show it

I think IG88 A has a good shot at being an outstanding make scum ship. The Ablity along with stat line is still good.

Jess is also commonly flown naked, and Biggs' ability is so good he is almost as good naked as he is in his most common 1 point extra build.

With the prevelance of so many 0 point upgrades naked ships are a thing of the past. Now most "naked" ships are in underwear (all 0 point upgrades).
