So the Tournement rules state on placement of a ship a player must Set the speed dial to a speed available on the speed chart of the ship card,. as speed zero is not on the speed chart the rule as written would suggest not....

is a really strong word... But this was one of the first (but not
the
first, that belongs to Most Wanted) FAQ rulings and advice:
Q:
During the “Deploy Ships” step of setup, can a player set his or her ship’s speed to “0”?
A: No.
That, and the Rulebook wording is exactly the same as what you see in the Tournament Guide in that aspect - you must set to a speed on your Speed Chart, of which Speed 0 is not, but is your minimum overall.
Unless, of course, you were deploying within the appropriate distance of a G7 token

cheers, it's just something I have never come across ( always set a speed and had opponents set a speed) and realised I'd not even thought about before, so had one of those "is that right" moments.
